Only BCCI is not going to get window for IPL. Australia and England will also get a window for their league. International matches will not stop during these two tournaments like IPL. In July-August, the English player will get a window of three weeks, so that he will be able to play in The Hundred. In the first season of the league, players like Ben Stokes and Joe Root were able to play only a few matches.
On the other hand, Cricket Australia CEO Nick Hockley had said that he would try that the team does not have to play any ODI or T20 match in January. That would make the major players available to Big-Bash.
Complicated situation for PSL
